LEPC Meeting was held at Ciba Specialty Chemicals and hosted by Kirk Weil.  Introductions were made from those attending.  There were no corrections or additions to the March 2004 meeting minutes.

• Balance as of 4/8/04 is $10,271.93.  Payment of $22.95 for the web page fee and a late arrival for the industry contribution from Colonial Pipeline was received in the amount of $250.00.

• There will be no meeting in May due to the NC State Safety Conference----please try to attend this FREE training.
• Suggested that we look at Poison Control Center and see what they can offer----either send us information, stickers, magnets, etc or have a speaker.

• If anyone has information/pictures on the EH&S Conference from the last year or two, please let Kevin know.
• Kevin will be taking pictures during the LEPC Meetings of our guest speakers.

• Flash fire on English Rd. from a paint/mixer process.  Fire was taken care of, but the fire dept. still responded.

• Regional Response Program gave a presentation in March
• Haz Mat Team Training at Stockhausen.
• Tank Farm Equipment came in and they will test at Colonial Pipeline. 
• Fire Training Center on Church Street will hold the Command Class in Guilford County on May 10th - 14th.  Looking at having Ron Campbell and Don Campbell teach class to the LEPC. 

• Things have been quiet.  The Haz Mat Teams did receive their equipment from grants. 
• Fire Trucks will be at the EH&S Conference with their new equipment.

• Guilford County Env. Health, City of Greensboro, and the Greensboro Fire Department are looking at a joint fund to handle cleanups if there is no responsible party.

• Use LEPC Committee as public forum for Hazmat Mitigation Plan.  Ron will be receiving more information very soon.
• June Meeting - Ron will explain the Hazmat Mitigation Plan.
• May 26 there will be a Hurricane Exercise.  What would you do?  If you would like to participate, let Ron know.  Weather alert radios will be going off that day.

• Grant Funded Program (Landfill) - landfill closures, cleanup, etc.

• Next meeting will be April 16th at 9:00 a.m. in the Archdale Building in Raleigh, NC  to discuss the 2004 EH&S Planning Grant.  SERC will decide how the grants will be designated.
• State has not decided how the money will be spilt up.  Need to look at what are our priorities?  What can LEPC do to help?  Ron will let us know.
• Viper System - local government would input this into the statewide radio systems. 

• Things have been quiet.  Next meeting was scheduled for April 15th, but that was cancelled. Report from LEPC was sent to the commissioners.

CHMM - Jim Husted

• Services involved:  Greensboro Fire Dept, EMS, Moses Cone Hospital, Internal First Responders, Site Management, Site Security, and Regulatory Affairs.
• Drill Scenario:  Collision between fork truck and tank truck--results in diesel fuel spill and two injured people.  Two additional employees are injured when exposed to diesel fuel spill indirectly caused by the lift truck/tanker collision.  Approximately 100 gallons of diesel fuel was spilled.
• Drill observers & participants:  Total of 6 observers stationed at strategic locations around the incident site.  Total of 16 employees & three contract people participated.  Contract personnel were used to simulate media coverage.
• Equipment involved:  2 tank trucks, one fork truck, vinegar & dry ice, drum of water to simulate diesel fuel spill.
• Time lines:  8:00 a.m. EMS applies make-up to victims, 10:00 a.m. Drill begins with 911 call, 10:06 a.m. Injured personnel treated by 1st responders, 10:10 a.m. Runner is sent to guard house, 10:12 a.m. EMS arrives on the scene, 10:13 a.m. Fire department arrives on the scene, and at 10:18 a.m. Haz Mat Truck arrives on the scene, 10:20 a.m. News crews arrives at the gate, 10:22 a.m. injured personnel removed from incident scene, 10:24 a.m. spill clean-up begins, 10:20 a.m. first victims are loaded into the ambulance, 10:32 a.m. fire department spreads absorbent material on spills, 10:52 a.m. Ambulances leave the site for Moses Cone Hospital, 10:53 a.m. Drill ends.

• Security officers need to wear reflective vests at all times.
• Provide the security service with a preprinted statement to use in the event of an emergency.

• Guards need to be instructed to make required notifications, even if it is a drill, per their Standard Operating Procedures.
• Runner sent to the guard house needs to convey specific information regarding location and nature of the incident.

• Insure First Responders are equipped with the correct PPE.
• There was a 30 minute delay between arrival of emergency services and loading of injured into ambulances for transport.

• Insure that injured personnel are attended to continuously.
• Supervisors need to be trained on Incident Command procedures.
• Install additional wind sock to help determine wind direction.
• HR representative needs to proceed to the command center.  (Notification of affected family members.)
• Need to develop a means of identifying those employees participating in the drill (ie:  arm bands, vests, etc).
• Need to have a drill observer present at the command center.
• AED and first aid supplies were not brought from the guard house.  Consider converting all spill kits to emergency response kits and add medical supplies and tyvec suits.
