Guest Speaker H. Leonard Mangum (Star Program Consultant)
- The Carolina Star Programs are designated to recognize and promote effective safety and health management. In STAR, management, labor, and the NC Dept. of Labors Occupational Safety and Health Division establish a cooperative relationship at a workplace that has implemented a strong program.
- Management agrees to operate an effective program that meets an established set of safety criteria.
- Employees agree to participate in the program and work with management to ensure a safe and healthful workplace.
- The OSH Division initially verifies that the program meets STAR criteria. We then publicly recognize the sites exemplary program and remove the site from routine scheduled inspection lists. OSH may still investigate major accidents, valid employee complaints and chemical spills.
- Becoming a STAR participant shows employees and the community that your company is a leader in safety and health.
- North Carolina offers 4 Carolina Star Programs.
- Carolina Star
recognizes worksites that are self-sufficient in their ability to control hazards at the worksite.
- Public Sector Star
this is for government agencies with no SIC codes.
- Rising Star
recognizes worksites that have good safety and health programs, but must take additional steps to achieve Carolina Star Quality.
- Building Star
recognizes construction worksites that have Carolina Star quality safety and health programs, but require demonstration of approaches and procedures that differ from current Carolina Star requirements
- Benefits of having a Carolina Star worksite are improved employee motivation to work safely, leading to better quality and productivity.
- Reduced workers compensation.
- Pride, prestige, and recognition in the community.
- Improvements of programs that are already good through the internal and external review thats part of the STAR process.
- And, STAR participant sites generally experience from 60% to 80% fewer lost workday injuries than would be expected of an "average" site of the same size in their industries.
- How can employees get involved with the program? They can be on safety committees, audits, investigations (accidents), training, and job hazard analysis.
- How can you get started? Visit a Star site; fill out a written application, and a pre-site visit/evaluation by the Star Team.
- February 15th of each year there is an annual Self Evaluation did goals work and was there improvement on the 18 elements of the Carolina Star Program?
- Return visit is every 3 years for re-certification.
- North Carolina is #3 for having the most members in the program. Statewide we are #1!!
