The February LEPC Meeting was held on 2/10/05 at A&T State University and was hosted by Andrew Small.

 

 

Clarice welcomed everyone and all made introductions.  No corrections were made to the January meeting minutes.

 

Treasurer Report – Bill Nieland

§         Tier II information has been added to the LECP website and a link to the state Tier II has been added.

Regulatory Review Committee – Billy Cobb

  • The Useful Tips Sheet was approved at the January meeting. After everything has been reviewed and any changes made, Billy will be ready to send it to Dorothy to post on the web page.
  • Since nothing is going on yet with new regs and Congress is just getting started again, there will not be another meeting until March 28th at 1:30pm.  Billy will send out a reminder a week before the meeting.

 

Education & Outreach Committee – Debbie Meurs

  • Some members of the committee attended the Wake County LEPC.  Some of the sessions were very good and they had their biggest attendance so far….only 238. 
  • Debbie spoke with Cindy Orr who is on the advisory committee and she wants to attend our conference in September to see how we do things.
  • Spoke with vendors at the Wake County LEPC –many were in Greensboro this past September.
  • A couple of ideas the committee had for this year is to have outdoor interactive work sessions.  One is to use HazMat or a spill response company – divide attendees into teams and have drums turned over with water coming out.  Each team would need to plug the drum.  Another idea was to have an outside class on Chain Saw Safety.
  • Education & Outreach Committee will meet this afternoon at 3:30 p.m.
  • Tomorrow is Larry Eller’s birthday---Happy Birthday Larry!!!!!

Guilford County LEPC Community Hazardous Materials Contingency Guide Committee

Guilford County Emergency Management – Ron Campbell

§         The Hazardous Materials Emergency Planning Grants are now available.

§         The Central Branch has received $30,322.00 for distribution to counties this year.  The maximum grant amount to be awarded is $5,000.00.

§         These grants may be used in three ways – development of site-specific facility plant, for facilities with extremely hazardous chemicals, conducting commodity flow studies to determine transportation routes used by hazardous material transporters, and conducting tabletop or full scale exercises with a hazardous material scenario involving either fixed facilities or transportation of materials.

§         These grants may not be used for – the purchase of equipment and training (the NCEM Training Section has funding available to support hazardous material training.

§         To be eligible to apply for one of these grants you must have an active LEPC in your county.  A copy of the roster for your LEPC, the minutes of your last meeting, and the LEPC Activity Checklist must be included with your grant proposal.

§         All proposals must be in the Central Branch Office no later than 1700 hours on Thursday, February 24th, 2005.  No proposals received after that time will be considered.

 

Board of County Commissioners

§         No report or update. We have not meet the new commissioner as of the Feb meeting.

 

City Council Members or Town Representatives –

§         Owen Strickland has replaced Laura Wiley on the High Point City Council.  Hope to see him at the March meeting.

New Business –

§         2004 Annual Report for LEPC to the county commissioners is coming up.

§         Triad ASSE – 3rd Annual Golf Tournament on April 15th.  Please see Keith Robinson for details.

 

Guest Speakers – Larry Eller and Joel Wood “Major Spill Near Syngenta”

§         Around 10:00 a.m. on January 6th, a tanker truck spilled around 75 to 85 gallons of diesel fuel on Swing Road.

§         Police Dept was notified that Larry would be closing gate valves.  The police dept notified the fire department with the same information.

§         With the help of the fire dept, the creek was checked with no sign of fuel oil.

§         Oil was flowing into the French Drain going to the F Building Basement.  A&D Env. pumped 900 gallons of oil from the pipe.

§         The fire dept. ran 1,500 gallons of water through the pipe with no sign of fuel oil.

§         A&D Env. returned on Friday to remove concrete, clean out the ditch, and replace rock.

 

The next LEPC Meeting will be held on March 10th at Dow Corning Corporation located at 2914 Patterson Street, Greensboro, NC.
